Strat's got Hess. I think everyone I have at that level needs it, except for Hype.
John might have Hess by then. Got half of Tobias and all of his brother left to finish up...

Those are always fun. If for no other reason then watching half the team flounder for the first mission while they try to figure out how to play without their final 7 powers again.

I don't want to make anyone without a 50 feel unwelcome though. I know that's not what you meant, but I don't want anyone to get that impression.
